﴿وما ينبغي لهم وما يستطيعون﴾: الواو عاطفة، وما نافية، وينبغي فعل مضارع، وفاعله مستتر يعود على القرآن، و﴿لهم﴾ جار ومجرور متعلقان بـ﴿ينبغي﴾، ﴿وما يستطيعون﴾ عطف على ﴿ما ينبغي﴾، ومفعول يستطيعون محذوف، تقديره: ذلك.
