﴿وَهُوَ﴾ الواو حرف استئناف. هو ضمير رفع منفصل مبني على الفتح في محل رفع مبتدأ ﴿الْقاهِرُ﴾ خبر تعلق به الظرف ﴿فَوْقَ﴾ بعده ﴿عِبادِهِ﴾ مضاف إليه والجملة مستأنفة وجملة ﴿وَهُوَ الْحَكِيمُ الْخَبِيرُ﴾ معطوفة عليها. وهو مبتدأ والحكيم الخبير خبراه
