﴿وهو﴾: الواو حرف عطف، وهو ضمير مبني على الفتح في محل رفع مبتدأ.
﴿الغفور﴾: خبر مرفوع وعلامة رفعه الضمة.
﴿الودود﴾: خبر ثان مرفوع وعلامة رفعه الضمة، وجملة ﴿هو الغفور﴾ في محل رفع معطوفة على جملة ﴿يبدئ﴾.
