ثم فسر فقال: ﴿مِنْ نُطْفَةٍ خَلَقَهُ فَقَدَّرَهُ﴾ قال ابن عباس [[ورد معنى قوله في "الجامع لأحكام القرآن" 19/ 16، "البحر المحيط" 8/ 428 والعبارة عنه: أي قدّر يديه، ورجليه، وعينيه، وسائر آرابه، وحسنًا، ودميمًا، وقصيرًا، وطويلاً، وشقيًا، وسعيدًا.]]، ومقاتل [[ورد معنى قوله في: "زاد المسير" 8/ 183، وعبارته: قدره أطوارًا: نطفة، ثم علقة، إلى آخر خلقه.]]: يقدره في بطن أمه.
وهذا يحتمل معنيين: أحدهما: ما ذكره الفراء: وقدره أطوارًا: نطفة، علقة إلى آخر خلقه، ذكرًا، أو أنثى، شقيًا، أو سعيدًا [["معاني القرآن" 3/ 237 بنحوه.]].
والثاني: ما ذكره الزجاج قال: المعنى: فقدره على الاستواء، كما قال: ﴿أَكَفَرْتَ بِالَّذِي خَلَقَكَ مِنْ تُرَابٍ ثُمَّ مِنْ نُطْفَةٍ ثُمَّ سَوَّاكَ رَجُلًا﴾ [الكهف: 37]. [[الكهف: 37.]]
وهذا معنى قول الكلبي: (قدر خلقه، ورأسه، وعينيه، ويديه، ورجليه [["معاني القرآن وإعرابه" 5/ 285.]] [["معالم التنزيل" 4/ 448.]].
