إِذِ

When

ٱلْأَغْلَٰلُ

the iron collars

فِىٓ

(will be) around

أَعْنَٰقِهِمْ

their necks

وَٱلسَّلَٰسِلُ

and the chains

يُسْحَبُونَ

they will be dragged
