Text Uthmani:

إِنَّا جَعَلۡنَا فِيٓ أَعۡنَٰقِهِمۡ أَغۡلَٰلٗا فَهِيَ إِلَى ٱلۡأَذۡقَانِ فَهُم مُّقۡمَحُونَ ٨

Dr. Mustafa Khattab, the Clear Quran:

˹It is as if˺ We have put shackles around their necks up to their chins, so their heads are forced up,

Muhammad Taqi-ud-Din al-Hilali & Muhammad Muhsin Khan:

Verily We have put on their necks iron collars reaching to the chins, so that their heads are raised up.
