وقوله: إِلى قَدَرٍ مَعْلُومٍ بيان لبديع حكمته، والقدر بمعنى المقدار المحدد المنضبط، الذي لا يتخلف.
أى: جعلنا هذا الماء في قرار مكين، إلى وقت معين محدد في علم الله- تعالى- يأذن عنده بخروج هذا المخلوق من رحم أمه، إلى الحياة، وهذا الوقت هو مدة الحمل.
