وَهُوَ ٱلَّذِي يُنَزِّلُ ٱلۡغَيۡثَ مِنۢ بَعۡدِ مَا قَنَطُواْ وَيَنشُرُ رَحۡمَتَهُۥۚ وَهُوَ ٱلۡوَلِيُّ ٱلۡحَمِيدُ ٢٨

Dr. Mustafa Khattab, the Clear Quran:

He is the One Who sends down rain after people have given up hope, spreading out His mercy. He is the Guardian, the Praiseworthy.

Muhammad Taqi-ud-Din al-Hilali & Muhammad Muhsin Khan:

And He it is Who sends down the rain after they have despaired, and spreads His Mercy. And He is the Walî (Helper, Supporter, Protector, Lord), Worthy of all Praise.
